He advocates new public policy approaches to increased donation, including a proposal he calls the “Golden Rule.” His plan in New Jersey would limit transplant coverage for people who decline to register as organ donors. The first of its kind in the country, Roth’s proposal would not deny an organ to anyone. But under this proposal, insurers could limit reimbursement for the hospital and medical costs associated with transplants of the kidney, pancreas, liver, heart, intestines and lungs. His idea would “prompt us all to think about our civic responsibility—and our willingness to treat others the way we want to be treated.”
